I want to learn some programming skills and I am wondering if anyone can recommend the best programming language for learning.
Also a few pointers on how so start would be welcomed.

I would recommend Visual Basic.
Visual Studio is a good integrated development environment that you can can use and it is free.

And there are also a lot of tutorials on the net which will help you get started.
