To blur a part of the text in Photoshop, first, rasterize the text layer. This converts the text into a regular image layer that can be edited. With the location selected, go to the Filter menu, choose Blur, and select a blur effect such as Gaussian Blur. Adjust the blur radius in the dialog box until you get the desired effect, then click OK. Finally, press Ctrl+D (Cmd+D on Mac) to deselect the area.
