Hi.

Today, most of new devices stick to Android 4.1 and some also on Android 4.0 versions and I wonder why is there no devices with 4.2 version preinstaleld?

I hope Google is thinking about that and let's hope they will do something about updates, because I hate to see that most of top phones wait also half a year to get it.

Android OS is developed by Google and is licensed as open source. That means that any hardware manufacturer can use this operating system.

Now to answer your question, all new devices made by Google are already on Android 4.2.
Google is using his devices already during development and when a new version is released, it is also ready to be put on these devices.

The reasons why other device manufacturers are not yet on 4.2 is that Android 4.2 was only recently released. Manufacturers also need to integrate drivers and some other changes and after that this all needs to go through verification phase. This takes some time and that is the reason why other manufacturers are usually releasing devices with previous version of Android.
