Hey.

I heard many times that Windows 8 Metro applications are written in HTML5. Is that true and how can I start with programming apps like showing latest news on those titles?

Is it hard or is it not so hard?

Yes Windows 8 Metro apps are HTML5 based. You would also need to learn CSS for styling the app and programing language like C++ or JavaScript.
