Tap the Menu touch button on your Galaxy SII and tap Settings.
Menu button is the touch button on the left of center Home button.

Swipe down to Display and tap it.
|

Choose the Weather option to show the weather on your lock screen.

No tap Weather settings ...
You can also

And choose the unit, °F (Fahrenheit) or °C (Celsius).
You can also set the Auto refresh rate, meaning how often you want the weather data on your lock screen to refresh.
Mind though in order to show the current weather there will be data transfer needed. If you are on WiFi it's free, if you're on a mobile network, data will be charged according to your mobile provider's data plan.
Press the Back button.

Now let's set the position of the weather on the lock screen.
Tap Clock and weather position ...
|

... and choose the position. That's it.
|
|

Here's how my lock-screen looks like, I'm in Europe again and the weather is just amazing. :)
