How to blur a part of text in Gimp
Let me show you how to make a part of the text stick out more by blurring the rest of it in free image editing software Gimp.

1.

|
Open a new document and click Create a new layer button (see picture).
Press Ctrl + L if you can't see the layer box.
|
|
|
2.

|
|
Choose Transparency option and click OK.
|
|
|

|
Choose Text Tool in Toolbox.
|
|
|

|
|
Choose a font you like and set size to about 30px.
|
|
|

|
|
|
GIMP Text Editor window pops up.
Enter some text and click Close.
|
|
|

|
In layers box, right click the new text layer and choose Merge Down.
|
|
|

|
|
You should now see two layers again as the text layer and the layer you created got merged into one layer.
|

Choose Ellipse Select Tool.
|
|
|

|
|
Draw a circle over the part of the text you want it to be IN focus.
Merged layer should be selected.
|

In the menu click Select and choose Feather...
Set Feather selection to about 20 pixels and click OK.
|
|
|

|
|
In the menu click Select and choose Inverse (Ctrl + I for a keyboard shortcut).
In the menu click Filter, Blur and choose Gaussian...
Set blur radius to about 6 px and click OK.

|
In the menu click Select and choose None.
