Dramatic clouds in the sky using Photoshop

We will learn how to create that dramatic moving clouds effect by simply applying a filter.

Open a picture with some nice clouds in the sky.

I googled mine.

Choose the Polygonal Lasso Tool.

Or which ever section tool you feel more comfortable with.

Select the sky (see picture).

In the menu click Select, Modify and choose Feather...

In a new Feather Selection window set Feather Radius to about pixels.



 
 
5.
 

In the menu click Filter, Blur and choose Radial Blur...

In the new Radial Blur window set the Amount to about  65 and Blur Method to Zoom.

Don't close the window yet ...

 
 
6.
 

Set the quality to best and move the Blur Center same way I did (see picture).

Click OK.

 
 
7.
