Miniature city tilt-shift effect
In this step-by-step tutorial we are going to create a tilt-shift effect on a picture of a city, so it will end up looking like a miniature.

1.

|
Open a picture of a city.
I'm going to minituarize the city of San Diego.
The picture should be taken from a similar perspective as mine for better results.

In the menu click Layer, New Adjustment Layer and choose Curves...
Click OK.
In the Cruves settings window make the same adjustment as I did and click OK (see picture).

|
In the menu click Layer, New Adjustment Layer and choose Hue/Saturation...
Click OK.
In the Hue/Saturation settings window make the same adjustment as I did and click OK (see picture).

Double click the Background layer (see picture) and click OK.
|

Click Add layer mask button.
|
|

|
|
Choose the Brush Tool (B for a keyboard shortcut).
|

Right click the picture and choose the same settings as I did.
The size of the brush depends on how big your picture is.
Press Esc when done.

|
The foreground color should be set to black, if it's white press X to change it to black.
Now start painting the area of your picture you want it to be in focus (see picture).

Now select the city Layer thumbnail.
|
|
| |

In the menu click Filter, Blur and choose Lens Blur...
In the Lens Blur settings window choose the same settings as i did ...
Don't close the window yet.

... continue choosing the same settings as I did ...
Don't close the window yet.
|

|
... and choose the remaining settings the same way I did and click OK.
|
|

Now right click the Layer Mask picture of the city layer and choose Disable Layer Mask (see picture).
|
|

|
|
|
And that should be all
