GIMP mosaic effect
GIMP has a lot of built-in filters for making your images look interesting. Mosaic is one of them.

Open an image in GIMP.
I opened the Boston terrier named Roxy.
|
|
|

|
Click Filters, Distorts and Mosaic.
|
|
|

|
|
In the Mosaic settings window use the slider to try the different settings.
Make sure to have the Preview checked.
|
|
|

|
I find it nicer when Allow tile splitting is unchecked.
When you're satisfied with the look of your picture in preview, click OK.

This is how my picture looks like after applying the Mosaic filter.

|
The picture lost some of its contrast, that's why I'm going to adjust the lighting Levels.
Click Colors and Levels.
|
|
|

|
Try out the best settings for your image.
The black slider is for the dark tones the grey one is for the middle tones and the white one for the light tones.
I've set the middle tones to 0.74 and light tones to 237.
Click OK when finished.
