Previous versions of Microsoft Internet Explorer had a menu displayed where the finger points on my picture.
You can always press Alt key to display the menu, but it won't stay there after the restart of a browser.

Right click the empty area above, the area where the tabs are and choose Menu bar.
|

That is all, your menu's back for good.
