Open a picture of a person you want to change the eyes color.
I chose the pretty Megan Fox.

Click Create a new layer button.
In case you don't see the layers, click Window and Layers or press F7.

Click Zoom Tool (Z for keyboard shortcut)

Keep clicking the eye, until you get a desired close-up.

Click the Brush Tool (B for keyboard shortcut)

Click Set foreground Color...
|
|
|

...chose the new color for the eyes and click OK.
I've chosen green.

Now right click the picture and set the Brush size accordingly.
Mine was set to 8, lower number means more accurate painting.

Keep on clicking the eye, until it's all painted.
Don't worry if you get some paint outside the eye area, in the next step I'm going to show you, how to erase the mistakes.

Click the Eraser Tool (E for keyboard shortcut)
|

|

Right click the picture and set the eraser size accordingly.
Again, lower the number more accurate is the erasing.

Click where you want to erase the paint from.
Don't forget to paint the second eyes as well.

It should look something like this.

Set the blending mode for the layer you created before to Color. (see picture)
|

|

|
|
Set the Opacity somewhere between 40 and 60.
|
|
|
