Press D to set black/white color.

In the menu click Filter, Sketch and choose Halftone Pattern...

Choose Circle as a Pattern Type. Set the Size of your concentric circles and Contrast.

If you want you circles to appear clean then set the contrast from around 40 to 42.

Click OK.

This is your first set of even and concentric circles.

Let's now create a second set of circles only with inverted colors.

Right-click the circle layer and choose Duplicate Layer...

5.

In the menu click Image, Adjustments and choose Invert (Ctrl + I for a keyboard shortcut).

As you can see, black is now white and white is now black.

6.

Now choose the Horizontal Type Tool (T for a keyboard shortcut).

Choose a big and bold font.

7.

And type anything you want.

8.

9.

Click the Confirm button (see picture).

10.

Now click, hold and drag the new text layer in the middle of both circles layers (see picture).

11.

All you have to do now, is to right-click the uppermost circle layer and choose Create Clipping Mask.

That is all.

You can now select the text layer, choose Move Tool and move text around in any way you want. You can select the text layer and press Ctrl+T to resize the text as well.

Any feedback would be appreciated. :)
