1.

Create a custom sized document.

I have created a 1024 x 768 pixels big document.

Click above on Edit and select Fill...

In a new window set Use to Black and click OK.

2.

Select Horizontal Type Tool (T).

3.

Press D key and X key to set the white color as main.

Then click on document and type anything you want but don't type too long text because the final effect might not me so good.

I have used Impact font.

4.

Click above on Filter, Pixelate and choose Mezzotint...

In a new window set the same value as I did and click OK.

After that press Ctrl (Command on MacOS) and F twice to repeat the last filter.

Click above on FilterDistort and choose Pinch...

In a new window set the same value as I did and click OK.

Hold Ctrl (Command on MacOS) key and select or deselect them.

11.

After that press Ctrl (Command on MacOS) and E to merge selected layer.

Click above on FilterBlur and choose Gaussian Blur...

In a new window set the same value as I did and click OK.

12.

Click above on Filter, Stylize and choose Find Edges.

Now click above on Layer, New Adjustment Layer and select Levels...

When the dialogue window asks you for the adjustment name, just click OK.

On Levels window set the grey (midtones) slider like I did (see my pic).

Don't close the window yet ...

13.

Then set the Red on dropdown menu above (see my pic).

And set the sliders (midtones and highlights) as I did.

Don't close the window yet ...
