1.

Open any photograph you want.

I recommend something with clouds in background.

2.

Create a new layer.

3.

After than click above on Edit and choose Fill...

In a new windows set Use to Black and click OK.

4.

The whole layer is covered with black color.

Press key, to set black and white colors.

And then click above on FilterNoise and choose Add Noise...

Set the same settings like I did and click OK.

5.

We will enlarge the filter layer now.

Click above on Edit and choose Free Transform.

After that set above the Maintain aspect ratio and set width or height to 400% (see my pic) and confirm changes.

6.

Set the blending mode of layer to Screen (see my pic).

Screen mode hides the black color.

7.

Now click on more options icon on layer's palette and choose Convert to Smart Object.

8.

Click above on FilterBlur and choose Motion Blur...

Set the same settings like I did and click OK.

9.

After that click on Create new fill or adjutment layer and choose Levels.

10.

When the new adjustment layer will be created, right click on it and choose Create Clipping Mask.

11.

When in Levels window set the pretty much the same settings like I did and confirm changes.

12.

Double click on Motion Blur (see my pic).

13.

In a Motion Blur filter set up custom values if you want to change them.

That's the beauty of Smart Filters (see step 7).

Click OK when finished.

14.

Double click on adjustment icon of Levels layer.

15.

You can change the values here too if you want.

Just play a little and observe the changes on photograph.

16.

We are finished.
